What About Empty Houses?

If a house has no planets in it, that area of life is not absent or doomed - it simply means it's not a primary source of challenge or intensity in this lifetime. The sign on the cusp and the position of its ruling planet still describe how that house functions for you.

For example, an empty 7th house with Libra on the cusp means partnerships are managed by Venus. Wherever Venus sits in your chart shows how you approach committed relationships - through that house's themes and that sign's qualities.
